March 6, 2007 -- A Rikers Island inmate offered to pay a hit man $165,000 to behead Police Commissioner Ray Kelly and bomb Police Headquarters in what he described as a terrorist attack, police said yesterday.

David Brown Jr., a convicted Brooklyn felon who said he was enraged about the killing of Sean Bell in a hail of 50 police bullets, offered $15,000 to an undercover cop posing as a killer to behead the city's top cop, police said.

"I want his head chopped off," Brown, 47, was recorded as telling the undercover.

Brown, who spent 51/2 years behind bars for trying to kill his wife and is back in the slammer for violating his parole, then told the cop he wanted him to stage a terrorist bombing at Police Headquarters.

For that, he was willing to pay upwards of $150,000, police said.

"I want them to feel like I'm a motherf- - -ing terrorist," he told the officer.

Brown, charged yesterday with criminal solicitation - for which he could serve seven more years behind bars - met the undercover on Feb. 23 in the visiting room at Rikers Island.

During a phone conversation with the cop two days earlier, Brown said he was furious over the Bell killing. He said he "just got fed up with the case where the guy got shot 50 times."

Kelly "don't really take no initiative to prosecute" the officers involved, he added. "That kind of got me frustrated to the point where I want him murdered."

Bell was shot on Nov. 25 - the day he was to be married - as he left his bachelor party at a strip club in Jamaica, Queens.

The Brown saga began in December, when he allegedly asked another Rikers inmate to contact someone on the outside who could kill Kelly.

The call led to a third man receiving information about the plot, police said.

On Feb. 13, that man called the Crimestoppers tip line and cops chose an undercover officer to pose as a streetwise guy who had done contract killings before, police said.

On Feb. 21, the undercover contacted Brown at Rikers, introducing himself as "the guy you're looking for." Brown offered $15,000 to have Kelly decapitated, police said.

The two met at Rikers two days later and Brown allegedly repeated the $15,000 offer, saying, "My priority is Police Commissioner Raymond Kelly."

Brown then brought up the bombing, offering $50,000 to have Police Headquarters attacked. Playing along, the cop said the bombing would cost upward of $150,000 because it needed more people.

"It wouldn't be a problem," Brown allegedly replied.

Police said they didn't know if Brown could have ponied up the cash, but his family owns a home in Brownsville valued at $370,000.

Brown's sister, Marilyn, 49, told The Post last night the plot "doesn't make any sense."

"My family has nothing against officers. My brother doesn't want to kill the commissioner. No way," she said. "I love my brother to death. That's my baby brother. This just deadens my spirit."

A woman who answered the door at David Brown's apartment said, "I don't know if he's gone crazy. He's been in jail pretty much all his life. He's been locked up all those years."

Brown, who has a rap sheet with convictions on 30 charges, also spent seven years in jail - from 1981 to 1988 - for armed robbery.
