The London daily Al-Sharq Al-Awsat reports that U.K. Secretary of State for Communities and Local Government Ruth Kelly has announced a plan to limit the spread of "extremist fundamentalist ideas among the Muslim minority in Britain which could lead to an increase in acts of terrorism."

The plan calls for "winning hearts and minds" by strengthening the administration of the mosques, expanding citizenship education, and encouraging moderate Muslims to take over the role of clerics in the mosques.

The plan also calls for spending £600,000 (about $1.2 million) to create a new unit for religion and social cohesion.
